Peter Barber

Managing Director

Peter holds a Bachelor of Applied Science (Planning) and a Graduate Diploma in Urban and Regional Planning (RMIT). With significant experience in the planning consultancy field, Peter has an extensive background in providing specialist skills in statutory and strategic planning to a wide range of private and public sector clients. Peter has developed strong skills in co-ordinating the statutory approvals processes for small, medium and large scale projects and has a close working relationship with planning officers at local government level throughout Melbourne. Peter regularly appears at the Victorian Civil and Administrative Tribunal as an expert witness and as an advocate.

Sébastien Delamare

Senior Town Planner

Sébastien joined Urban Edge Consultants in 2016 and has acquired valuable experience working on residential, commercial, institutional, and hospitality projects across Melbourne. Sébastien has substantial Australian and international town planning experience and holds a Bachelor of Geography and a Master of Urban Planning completed at Paris 1 Sorbonne University, France and Utrecht University, Netherlands. He has worked in both the public and private town planning sectors. Sébastien has worked on a broad range of projects in Melbourne, Adelaide and Paris and is experienced in navigating the complex institutional and policy framework within the Victorian planning system. Sébastien regularly acts as an advocate for clients in the Planning and Environment jurisdiction of the Victorian Civil and Administrative Tribunal (VCAT).

Hamish Balzan

Town Planner

Hamish holds a Masters degree in Urban Planning and Environment and a Bachelor of Social Sciences (Environments) from RMIT. Hamish has been taken on as a graduate planner after a successful period as student planner, in which he was able to develop his planning and professional knowledge and skills. Hamish posses exceptional interpersonal skills and combines this with a strong planning knowledge base. During his time as a student planner Hamish was able to demonstrate excellent initiative to positively contribute to the administrative side of the office, in addition to his management of planning matters. 


Richard Gillespie-Jones

Town Planner

Richard holds a Bachelor of Applied Science – Planning (Hons) at RMIT University. He has extensive experience working in local government in regional Victoria and throughout metropolitan Melbourne. Richard joined Urban Edge Consultants in 2017 and has worked on a wide range of residential, commercial, industrial and rural developments and he has solid experience successfully co-ordinating planning approvals on a diverse range of projects. Richard also gained experience advocating on behalf of clients at VCAT. Richard is an enthusiastic team player and is committed to achieving positive outcomes for all stakeholders.

Charlie Kelso

Town Planner

Charlie joined Urban Edge as an intern from RMIT in 2017. He has since completed his studies, graduating from RMIT with a Masters degree in Urban Planning and Environment in 2018. He has also completed a Bachelor of Arts (Urban Regional and International Development) at Monash University in 2016. After a successful period as an Assistant Planner whilst completing his studies, Charlie has been retained as a Graduate Planner. He combines his planning knowledge with excellent customer service skills to manage a variety of planning issues for clients.
